The world Council of Optometry defines:” Optometry is a Health care Profession that is autonomous, educated and regulated, and Optometrists are the Primary Health Care Practitioners of the Eye and Visual system who provide Comprehensive eye and Vision Care, which includes refraction and dispensing, Detection / Diagnosis, and management of disease in the eye  and the rehabilitation of condition of Visual System” .

Optometry is among the most rapidly changing professions in the health care system. The explosion of knowledge about vision, combined with a major expansion of optometry's scope of practice, has made this profession especially exciting and demanding.  The profession of optometry is a primary health care profession, dedicated to the improvement and preservation of sight.

Rightly, the need for better qualified Optometrists and Vision Scientists is highly emphasized in WHO's “Right to Sight Vision 2020” which aims to combat blindness all over the world.
